The senior superintendent of police of Kanpur, M.A. Ganapati, has issued a list of dacoits and kidnappers active in the district for the last three years. The name of the Programme Implementation Minister of UP, Raghu Raj Pratap Singh alias, Raja Bhaiyya appears at serial number 19 of this list.
