Reading Prof. Hari Om's article on Plebiscite (18 August, 1999), I am inclined to request him to advise the Government of India to call Pakistan's bluff, revive the Dixon Plan and ask for separate plebiscite in each region. However Prof. Hari Om has forgotten that apart from demilitarisation, total by Pakistan and partial by India, UN insistence on holding the plebiscite under its own Administrator. This has been another bone of contention. Prof. Om has not dealt with this thorny question.
