The proposed "The Delhi Official Languages Bill, 1998 (Hindustan Times, 30 September, 1998) should not be permitted to be introduced, as it has obvious electoral connotation. The substance of the Bill is unfair to the Urdu-speaking community which has a larger proportion of the population of Delhi than Punjabi about 8-10%.

Any minority language, at any level, should be officially used for specified purposes in administration, education and information at that level, if its speakers (or those who have declared it is their Mother Tongue) exceed minimum cut-off limit, say 5 per cent in the interest of justice and fairness.
