Thank you for instructing your office to send me the proceedings including the Resolution adopted by the U.P. Deemi Taleemi Council on 8.2.1998 and literature published by it I do not think the programme envisaged meets the gravity of the situation or is likely to have any effect on the Kalyan Singh Government In my view it is essentially to take the following steps:

1) to introduce Sare Jahan Se Accha Hindustan Hamara in all minority institutions;

2) to file a writ petition in the Allahabad High Court against introduction of Hindu rites and Vande Mataram in roll and call, separately against introduction of Sanskrit as compulsory subject;

3) to take up the case with the Government of India, National Commission for Minorities and Commission for Linguistic Minorities, Allahabad;

4) to organise a joint delegation of all Muslim organisations of national- level and submit memorandum to Governor of UP and President of India. The Memorandum should threaten a total boycott of government schools, in case these orders are not withdrawn.

I would also advise you not to seek the same status for Deeni Taleemi Council as the Shiksha Parishad. This would be a fatal step.
