Rajiv Shukla On the 'Backwardness' of the Yadavs
There is no reason whatsoever for the Yadavs to enjoy the benefits of the Mandal Commission recommendations. The Yadavs have been classified as backwards, but the truth is that its members are mostly rich landlords and everywhere they are doing extremely well for themselves. In many states, the Yadavs are in power.
In such states as Uttar Pradesh, Bihar, parts of Madhya Pradesh, Haryana; Tamil Nadu and Andhra Pradesh, the Yadavs are an extremely militant and influential community. They control the economy of the villages and look down on the other backward castes. They even send their children to the best of schools and colleges with the result that the Yadavs manage to corner all the benefits. The truly deserving castes among the Other Backward Castes (OBCs) are thus left out.
And that's not all. Of late, the Yadavs, by virtue of their political clout, are making money like never before. Today, many Yadavs have secret overseas account where they keep all their black money.
With power, comes greed. No wonder, Yadavs are getting involved in some scam or the other these days. it is not coincidental that most of the politicians and bureaucrats involved in the fodder scandal in Bihar are Yadavs.
In many parts of the country. Yadavs are synonymous with muscle and money power. Most government contracts in such states as Bihar and UP are bagged by the Yadavs.
Many Yadavs are doing extremely well for themselves in different spheres of life. Many doctors and engineers from the community have made for themselves abroad.
Several Yadavs, too, have made a mark in national politics. In fact, the present Deve Gowda government is heavily dependent on two Yadavs; Laloo Prasad Yadav and Mulayam Singh Yadav. In Madhya Pradesh, the Digvijay Singh's deputy is a Yadav - Subhash Yadav.
In short, the Yadavs certainly do not deserve to be classified as backwards. In fact, they have the education, clout and economic power to compete with the most advanced among the upper castes. If this be the situation, it is certainly not unfair to demand that the Yadavs should be taken off the Mandal Commission list of backwards.

VHP: Campaign for Reconversion of Dalits and Backwards
As a part of anti-conversion and reconversion programme VHP proposes to recruit 10,000 fulltime Hindu missionaries to work in the backward and tribe areas in the country. The share of Gujarat will be able 400 fulltime missionaries, both young and retire (vanprasthis). A convention of vanprasthis of Gujarat as well as India will be held on September 25, 1996, who will be attended by the Working President of VHP Shri Ashok Singhal. For meeting the maintenance cost of the fulltime missionaries VHP plans to collect Rs. 10 crores annually of which Gujarat's share will be Rs. 2 crores. The collection will be made by enrolling special well-wishes on payment of Rs. 1,00,000 and a common well-wish on payment of Rs.25,000.
For training these missionaries a permanent training centre is being established at Ayodhya which will start functioning from October 1996 and the first batch from Gujarat comprising 124 male and 26 female workers w proceed to Ayodhya. Detailed papers for 18 areas prepared and necessary projects will be prepared for the thrust in social activities to be undertaken have been implementation.

PRESENT THE KING'S MOST EXCELLENT
MAJESTY IN COUNCIL
WHEREAS by certain provisions of in the First, Fifth and Sixth Schedules to the Government of India Act 1935, His Majesty in Council empowered to specify the castes, races or tribes or part of or groups within castes or tribes which are to be treated as the Scheduled Castes for the purpose of these Schedules:
AND WHEREAS a draft of this order was laid before the Parliament in accordance with the provisions of sub-section (1) of section three hundred and nine of the said Act and an Address has been presented by both Houses of Parliament praying that an order may be made in the terms of this Order:
NOW, therefore, His Majesty, in exercise of the said powers and other powers enabling him in that behalf, is pleased by and with the advice of his Privy Council to Order, and it is hereby ordered as under.
(1) This order may be as "The Government of India (Scheduled Castes) Order, 1935.

(3) Notwithstanding in the last preceding paragraph.
(a) No Indian Christian shall be deemed to be a member of a Scheduled Caste".
