.. In the eyes of law, the make-shift structure is neither a temple and nor a mosque and the same is totally illegal but since puja was said to be carried on there on 7.1.1993, the continuance of the same, as being done on 7.,1.1993, was ensured by the Ayodhya Ordinance issued on 7.1.1993. It was however made very clear by SC in its judgement of 24th October 1994 that there cannot be any enhancement in the facilities etc. at the site in question. It was on account of this very reason that the order of the High Court dated 23.2.1996 for enhancement of some facilities for the devotees of the said site was stayed by the SC on 10.5.1996. You are therefore requested to ensure that no such change was made on the site in question as may have the effect of even the slightest change in the position of 7.1.1993. You are further requested to inform us in advance about any repair etc. of the said tripal or bamboos ... We hope and trust that you will not do anything against the judgement and orders of the SC and HC, which may amount to contempt of Court.
