The BJP leader Jaswant Singh has inadvertently or by cleverly concealed suggestion, agreed to talk on the Line of Control (LoC). Time is ripe for an open and frank discussion on the subject.
It is true that no political party or its leaders dares to say publicly what every one realises: That no Government, whether in India or Pakistan, will ever agree to give up territory within its own area. Nor can anyone but the senile think that either of the countries can drive the other from its respective areas, notwithstanding the empty rhetoric of our parliamentary resolutions. For years I have been saying - even to militants in the Valley and to friends in Pakistan – that there is a need to recognise the compulsions of both India and Pakistan in the impossibility of either walking out of their respective areas.
I strongly feel that converting the LoC into an international border is the only solution that India can offer to Pakistan. Of course, I must at the same time emphasise that both the areas of J&K must enjoy the fullest autonomy within their respective areas. I would suggest that the Indian Parliament take the lead in passing a resolution that full autonomy will be given to the part of Indian Kashmir. The ,Centre should have jurisdiction over only four subjects: Defence, foreign affairs, communication and currency. All the other subjects must reside with the state. Obviously, the provocative talk of abrogating Article 370 must also cease.
It is also important to have a soft border within both areas of J&K, notwithstanding the division, so that mutual trade and relationship become easier ... I do not think that the BJP will have the vision to immediately accept these suggestions. But what about the secular and liberal coalition ?... Will they show a sense of realism and freedom, to act without being jingoistic, considering their exclusive claim to appreciate the danger of war atter nuclearisation by both India and Pakistan?
