On 11 September, 15 Lok Sabha Constituencies of A.P., 2 of J&K, 13 of Karnataka, 20 of Kerala, 14 of MP, 24 of Maharashtra, 15 of Rajasthan and 20 of Tamil Nadu, are going to polls.

The Insaf Morcha does not equate the INC a secular party, whatever the deficiencies, with the BJP, an ideologically communal party. The Morcha, therefore, rejects the theory of equidistance between the two. The Morcha considers that the theory of the equidistance only helps the BJP by dividing the secular votes or draining them away from the main contest and advises the voters in the Constituencies in which the INC is t he only, or the strongest, viable alterantive to the BJP, to vote for the INC.

In the above States except Kerala, the Congress and its allies constitute the major political force against the BJP-led NDA. In Kerala, however, Congress(I)-led NDF and the LDF are both in the fray, as usual

The Insaf Morcha appeals to the secular voters to vote massively and unitedly on 11 September,1999 for the CONGRESS (or the LDF in Kerala) in all Constituencies, with the exceptions of the following:

*The Insaf Morcha has appealed to the secular voters in Jalna, Jaipur and Bharatpur etc. to abstain from voting in protest against the non-nomination of a Muslim candidate by any relevant party in these constituencies which count among the highest Muslim concentration Constituencies in the State."

Advice to Secular Electorate for 3rd Phase, 15 Sept., 1999

"In the 3rd. Phase of General Election on 18 September 1999, 14 Constituencies of AP, 19 of Bihar, 1 of J&K, 14 of MP and 30 of UP are going to the poll.

1. In AP and MP, the INC is the only alternative to BJP-NDA. Hence, Insaf Morcha endorses the INC candidates, with the following exceptions: -

2. In Bihar, there is an adjustment between RJD, INC, CPI(M) and MCC. There is some overlap with CPI. Therefore, the Insaf Morcha appeals to secular voters to vote in Bihar for RJD/INC/CPM and MCC candidates and for CPI in Hazaribagh.

3. In J&K, the Insaf Morcha endorses the candidature of Saifuddin Soz in Baramulla as Independent.

4. In UP, there is a 4-cornered contest between BJP, the SP, the BSP and the INC - RLD. To defeat the BJP, the secular voters should vote for the strongest candidate in the Constituency against the BJP. In view of new political and social alignments, it is not possible to go solely by 1998 results. However, on the basis of the available information, Insaf Morcha makes the following endorsement:

The Insaf Morcha reiterates its appeal to the electorate to vote for the strongest winning candidate of a secular party everywhere and defeat the BJP-NDA candidate".
