The opposition of the non-Bodos to the creation of a separate State of Bodoland that surfaced during current negotiations is largely related to the questionable delineation of the boundary of the Bodoland, included under the BDC. The time honoured principle of ethnic majority and contiguity have been given a go-by I had pointed it out during the debate in the Lok Sabha that while non-Bodo majority villages within should form part of Bodoland, while Bodoland should extend northwards right upto Indo-Bhutan boundary, on the west, east and south only contiguous Bodo-majority villages should be included. Bodoland, so delineated would have a clear Bodo majority and there shall be no clash between Bodo and non-Bodo interests. I suggest that the Central and State Government should redraw the map of Bodoland on the basis of 1991 Census and the revenue village as the unit.
