National Seminar,Resolution, 31 May, 1998


 

The National Seminar on Reservation in Legislature for Muslim Women organised by the Committee for Empowerment of Muslim Women,

Keeping in mind the principles of Equality, Justice a Fraternity in the Preamble of the Constitution of India a the provision therein relating to protective discrimination favour of the Backward Classes of the people,

Welcoming the reservation for Women in the Panchayat Raj institutions and the proposed reservation in the Uni and State Legislature for Women,

Declaring the sincere aspiration of Muslim India women to play due role in the public life of the country

Conscious of the fact that Muslim woman is triple disadvantaged in contemporary India - as a women, as Muslim and as a Muslim woman,

Considering, in particular, that very few Muslim women have been elected to the Lok Sabha or the Rajya Sabha and even in State legislature they have been marginalised and that in the 11th Lok Sabha only one out of the 43 women MP's is a Muslim,

Considering also that the Muslim community which constitute 1/8 of the national population has been under represented in the legislature since the Constitution was  promulgated,

Expresses its deep concern that in the existing state of affairs, Muslim women are likely to be deprived of their dud share in the general quota for women, for the same reasons for which Muslims, in general, have been under-represented

Demands that 1/8 of the women quota in the Lok Sabha be reserved for Muslim women alongwith equitable reservation in the State Legislatures,

Supports the demand for the OBC's and other similar disadvantaged groups for providing quota in the proposed legislation, and

Appeals to the political parties to give due place to Muslim women in the party structure and to nominate them as candidates in elections to legislatures.
