1. We express deep concern over the fact that none of (those responsible for) the killing of the Sikhs in1984, for the demolition of the Babari Masjid and the widespread riots in its wake in 1992-93 has been punished.

2.  We hold the view that impunity enjoyed by perpetrators of violence against minorities in the country is one major source of its recurrence ...

3. The on-going hate campaign and violence ... derives strength from this lack of impartial law-enforcement and punishment of the guilty.

4. We condemn ... the threat of blood bath worse than 1992-93 throughout the country held out by Bal Thackeray and his followers. The Government of Maharashtra must bring to book all those who are terrorizing minorities by such threats.
