The State Government ... needs to do three things before the ball of the autonomy argument can be placed in the Centre's court. First, it should resist the temptation of using the autonomy demand as a tactic to divert public attention from what may be administrative and political failures at the local level. Secondly, it should address the grievances of the State's different ethnic groups and regional entities in an equitous manner ...
