Muslim women who constitutes 6.5% of the national population and 50% of the Muslim population of the country are the most deprived and un-represented segments of the Indian society. Their presence in the Parliament is negligible and in the state legislatures they are hardly represented. In the political hierarchy also one rarely finds them. Women members do not represent women only in the legislature but like other legislators they represent their constituencies as well as the social group to which they belong. The rationale behind women empowerment would not be fulfilled without giving due representation to all segments of the women population of the country. Equity and social justice demand that the rights of the OBC and Muslim women are not ignored. Since the proposed bill without sub quotas for OBC women and Muslim women will only promote the interest of the elite and the effluent among the high castes of the Indian society. Under this Bill, the representation of the Muslim community which stands at 5% against 12.5% in the population is likely to go down further to 3 or 3.5% because of the disinclination of political parties to field Muslim candidates, male or female. To protect the legitimate interest of the OBC's and the minorities, we appeal to all political parties to amend the Bill to provide for sub-quotas of 4% for Muslim women and 15% for OBC women within the 33% proposed.
