MHA Report on Foreign Funding: Growth, Distribution and Major Recipient Organisations in 1993-94

MHA: Inflow of Foreign Contribution during 1993-94

 

Receipt of Foreign Contribution during 1993-94:

Information gathered from the returns furnished by the Associations reveal that the receipt of total foreign contribution during the year April 1993 to March 1994. was Rs. 1865.70 crores as compared to Rs. 1584.30 crores in 1992-93 and Rs. 1412.13 crores in 1991-92 (15 months).

 

State-wise Position:

Tamil Nadu continues to head the table in terms of the total number of organizations showing receipt of foreign contribution. Delhi heads the table on the basis of amount received. Table shows the names of states reporting receipt of foreign contribution of more than 10 crores during 1993-94. The list of these States has gone up from 16 to 17. The comparative statement of receipt of foreign contribution by different States for year 1992-93 and 1993-94 together with percentage increase/decrease is given below:

Foster Parents Plan International, USA has topped the list of foreign donor agencies by donating Rs. 67.55 crores followed by agencies from Germany namely: Missio (Rs. 36.03 crores), Kinder Not Hilfe (Rs. 33.99 crores). A list of major foreign donor agencies and the amount of foreign contribution donated by them is at Annexure-I.

Analysis of foreign contribution data indicates the following receipt of contribution against each programme:

1. Religious                 Rs. 213.58 crores

2. Economic                Rs. 221.05 crores

3. Educational             Rs. 317.32 crores

4. Social                      Rs. 428.26 crores

There has been a marked increase in the receipt of foreign contribution on all.

Major Recipient Associations:

Associations in the country show that 301 associations Analysis of foreign contribution received by the received foreign contribution between Rs. 1 to 5 crores, 27 associations received Rs. 5 to 10 crores and 19 associations received more than Rs. 10 crores.

The analysis revealed that during the year 1993-94 Foster Parents Plan International, Delhi reported the largest receipt of foreign contribution (Rs. 40.37 crores) followed by World Vision of India, Tamil Nadu (Rs. 26.88 crores), Caritas India, Delhi (Rs.24.78 crores). Maharishi Ved Vigyan Vidyapeeth, Delhi (Rs. 21.70 crores). A list of major recipient associations is at Annexure-II.

Government Statements On Photo Identity Cards

Voter lists and identity cards have not been prepared all over the country.

The summary revision of electoral rolls with reference to 1.1.1996 as t he qualifying date is in progress in all States/Union territories except the State of Assam and Jammu & Kashmir and the Union territory of Lakshadweep as per the programme fixed by the Election Commission. Similarly, the work of preparation of photo identity cards is at different stages of completion in all States/Union territories except the State of Jammu and Kashmir. As per directions of the Election Commission, the work of preparation and issue of photo identity cards is required to be completed well in time before the next general elections.

The Commission has not yet taken any decision on whether all voters will be allowed to exercise their franchise in the ensuing general election without their Photo Identity Cards

On Infiltration from Bangladesh and Nepal India's security-related concerns have been shared with the Government of Bangladesh.

A Joint Working Group has been set up to examine, in depth, all outstanding issues and to recommend practical measures for resolving them.
