Kerala: Muslim Representation in Public Employment

In the state of Kerala ... the condition of Muslims is far from satisfactory. The percentage of Muslims and Christians in Kerala are 22.23 and 21.60 respectively ...The percentage of Muslims in different cadres such as IAS, IPS, Income tax service, Railway and Traffic Account Service is 3.03, 2.85, 3.06 and 2.65 respectively.  Even in Class IV posts of various services, Muslim representation is less than 10 per cent. A study of Dr. S. Navalakha of the Institute of Economic Growth revealed the lamentable position of Muslims whose percentage of elites is 4.5, though their population share is 12 per cent. Christians seem to be in the forefront as the percentage of elites among them is 3.5 against the population share of 2.6 giving a CE value of 135. In the case of Muslims CE works out to 40 only.

The Table indicate that Muslims are unable to avail the allotted 12% of reservation of Government jobs and hence considerable efforts are called for on the educational front even to fill up this gap.                                                           (Source: The Message, December, 1997)
