Special Attention to Minorities: The Janata Dal will ensure that the religious minorities receive full protection to enjoy their freedom of religion, religious practices, modes of worship and to develop their institutions.

The Janata Dal will establish a separate Ministry of Minorities, under a Cabinet Minister. All issues pertaining to minorities, including the working of the Wakf Boards, Haj Pilgrimage, etc., will be brought under that Ministry.

The Janata Dal will establish Urdu Primary schools in all those areas where the Urdu-speaking population is more than 25% in order to enhance the literacy level of this population. These Urdu schools will be funded entirely by the Central Government.

The Janata Dal will provide grant-in-aid to NGOs which come forward to establish educational institutions for minorities.

The Janata Dal will set up a Minority Development Authority, with adequate finances to promote the economic development of minorities particularly the rural artisans and educated unemployed youth.

The Janata Dal will appoint a Special Commission to  examine the present reservation policy and to make recommendations for providing adequate representation for minorities in all government jobs.

The Janata Dal will appoint a Commission to formulate a suitable policy for providing reservation in jobs and admission to educational institutions for the backwards among the Muslims and other religious minorities within the guidelines provided by the Supreme Court judgement:

The Janata Dal will provide for jobs reservations to Dalit Christians.

The Janata Dal will enhance the corpus fund of Maulana Azad Education Foundation to Rs. 150 crores.

In the Ninth Five Year Plan, Rs. 1000 crore will be provided for the educational institutions of minorities.

The Janata Dal will extend, under Article 15(4), reservation to OBCs in admission to educational institutions.

The Janata Dal will establish a Backward Class Finance Development Corporation with adequate funds for it.

The Janata Dal favours a Constitutional amendment to provide reservation for the economically backward among the forward castes.
