The CAC of the Jamaat expresses its concern over and condemns the Bill ... and calls upon the President of the Indian Republic not to give assent to this Bill. Bill is to defeat the ambitions of ISI that is trying to make stronghold in the Indo-Nepal border areas in the name of constructing madrasas and mosques. However, no step of the Government has been observed that can be taken as proof of the said claim. The Government has not pinpointed any such madrasa or mosque as is the ISI stronghold or can be truly attributed to it, nor is there anything in the Government record showing action against any such madrasa or mosque.

The purpose of the Bill is nothing but putting obstacles in the way of construction of mosques and madrasas at different places particularly in rural areas and also in the way of worship and education, and thus creating a sense of fear and harassment among the minorities particularly the Muslims ...
