Jamaat-e-Islami Hind: Policy and Programme, 1995-1999 (Extracts)
Directive Principles
The Jamaat's Programme, as formulated in accordance with its Policy, shall be governed by the following Directive Principles:
1) The first priority of every Jamaat worker shall be the Tarbiyah (character-building) and reformation of his/ her own personal life.
2) The priority of the Jamaat's endeavor shall preferably be on Dawah work among the countrymen.
3) The Jamaat shall also pay special attention towards the Tarbiyah (character building) and reformation of the Muslims.
4) The Jamaat shall emphasize upon the true role of women in society.
5) Containing the rising surge of fascism in the country shall also form part of the Jamaat's priorities. 6) The primary concern of an individual worker shall be the members of his family and the immediate neighborhood while the area of activity of Jamaat's local unit or circle of workers or associates, as the case may be, shall be its locality, village or town.
6) As for the remaining part of the Programme, each zone shall chalk out its own scope and measure of activities while keeping in view the local conditions and requirements.
Jamaat's Policy Guidelines
Dawah: The focus of Jamaat's Dawah activities shall be to generate in our countrymen the awareness and understanding of the basic concepts of Islam (Monotheism, Prophethood and the Life after Death) and their implications. It would strive to bring home that Islam is the only just and humane order. It would endeavor to acquaint them fully with the irrationality and harmful effects of polytheism, atheism and other false ideologies and systems of life to allay people's misgivings about Islam, Muslims and the Islamic movement.
Islamic Society
a) The Jamaat will endeavor to highlight before the Muslims the true concept of Islam in its totality and to underline prudently its bearings on their individual and collective lives so that their living is patterned on the Islamic Shariah and its complete obedience. It would further persuade them to unite on the basis of Islamic teachings and bear witness to the truth of Islam by word and by deed and thus discharge their basic obligation to establish the Deen.
b) The Jamaat will also pay due attention to such important issues and problems of the Muslim community as are relevant to the preservation of its physical existence and its religious and cultural identity.
National and International Issues
a) The Jamaat will strive to uphold basic human rights and work for the attainment of social, political and economic justice for all. It will promote brotherly feelings in the country and seek the ascendance of moral values. It will also strive for the safeguarding of the religious, linguistic and cultural identity of minorities. It will also endeavor its level best to counter all such measures and activities as are detrimental to the basic rights and human values. The Jamaat will direct its criticism against tyranny and exploitation at every level and life-style based on violence and militancy. And it will also emphasize upon the need for value-based politics.
b) (i) The Jamaat will take due cognizance of and express its views judiciously, as and when necessary, on such international issues that impinge on justice and equity, and involve wider considerations on morality and good behavior, human fraternity and Islamic brotherhood.
c) (ii) The Jamaat will also raise voice against the rising trends of obscenity and nudity, sexual anarchy and economic exploitation at the international level.
Social Service
The Jamaat will strive to provide, within its means, help and succor to the sick, the needy, the handicapped, the oppressed and the victims of calamities, irrespective of their caste or creed.
Tarbiyah and Organisation
The Jamaat will take special care to implement a comprehensive Tarbiyah (Character building) programme encompassing the mental, academic, practical, moral and religious aspects of the personality of its members and workers, besides ensuring organizational consolidation and discipline. This shall constitute the area of highest. priority for the Jamaat.
AIMMM: Resolutions
New Delhi, 29-30 June, 1996
The All India Muslim Majlis-e-Mushawarat demands:
1. Reservation on the basis of population in the Central and State Legislatures and public employment, through appropriate legislation.
2. Transfer of Protected Mosques by the Archaeological Survey of India to the State Wakf Boards and their availability for namaz
3. Amendment to the Wakf Act 1995 as proposed by the All-India Muslim Personal Law Board.
4. Vacation of illegal occupation of various mosques and their transfer to the Wakf Boards
5. Legislation for payment of uniform compensation for those affected by accidents or social violence.
