Constitution of India, Article 21 - It is duty of State to protect citizen and compensate them - Damage caused to property of citizens during curfew and by anti-social elements - State is directed to pay compensation to aggrieved  parties on same lines on which it is paying to itizens who are become or became victims of militants related violence.
