Insaf Morcha: Shahabuddin's Statement On Support to Congress, 14 November, 1998

"The ensuing Assembly elections in MP, Rajasthan and Delhi will be largely a direct contest between the Congress and the BJP. All other parties - national and secular - have become by and large irrelevant.

During its brief term in office, the BJP-led Government has shown its true colours. No one should nurse any doubts about its primary objective - to promote the Hindutva mission of the Sangh Parivar. These elections will serve as a referendum not only on its overall performance but also on its narrow vision, its communal ideology, its fascist methods and its linkage with the hoarders and profiteers.

If BJP is unable to form a government in MP, Rajasthan and Delhi, the BJP-led Government at the Centre will collapse under the weight of its own contradiction and misgovernance. The secular forces will then come under people's pressure to provide an alternative government.

The political, economic and social future of our country depends on these elections.

* We appeal to the secular voters:

a) To vote massively and register the highest possible turnout.

b) To vote unitedly for a single candidate and not waste their votes on losing candidates.

c) To vote generally for the Congress candidates.

except

1) Where the Congress candidate happens to have a criminal or a communal record.

2) Where the candidate of another secular party has a better chance to defeat the BJP than the Congress candidate because of his personal record and social support in his constituency.

The other secular parties should not split secular votes by putting up losing candidates and thus extend objective support to the BJP.

* We appeal to the secular parties to retire their candidates in the interest of a straight fight between the Congress and the BJP except where they have fielded an exceptionally strong candidate who is more likely to defeat the BJP.

* We appeal to the Congress to accommodate popular and winnable candidate of other secular parties and retire its own candidates in their favour in some constituencies.

We also appeal to the Congress not to seek negative votes but to place a positive Programme of Action before upon the electorate which would promote the interest of the common man and specially of the deprived and the insecure sections of the people like the SC, ST, OBC and religious minorities."
