Behind the facade of normalcy, the people of Bihar Sharif are still tense and apprehensive. Fortunately violence has been contained in a small section of the town and in any case there was no instance of mass attack on any locality However, the people are complaining about mid-night knocks and arbitrary arrest including respectable citizens and excesses by the B.M.P. Rumours are also ripe about missing persons.

While the initial violence, resulting in the killing of 2 persons may be attributed to intolerable provocation, the subsequent killings in isolated areas affairs to be politically motivated and aimed at creating bad blood between the Yadavs and the Muslims.

It is also puzzling that the M and the SP were out of the station on the initial day, with a history of clashes and that  the SDO and the Dy. S.P., though on the spot, failed to interfere effectively and turned a blind eye.

Shri Laloo Prasad Yadav has not visited Bihar Sharif a day too soon but the CM and the MP Shri George Fernandes are yet to pay a visit.                                                                                    I request the Chief Minister to:

1.     To sanction Rs.2 lakh as ex-gratia payment to the next-of-kin of those killed in accordance with the norm endorsed by the Supreme Court and the National Commission of Minorities.

2.     To enquire into all allegations of missing persons and, in case of the allegation is established, sanction same ex-gratia payment as in 1981

3.     To release all those against whom there is no evidence of participation in violence.

4.     To identify, expose and prosecute the political forces behind provocative slogans and isolated killings.

5.     To withdraw BMP from active duty.

6.     To suspend the SDO and Dy. S.P.

7.     To transfer the DM and SP

8.     To maintain due vigil until after Deepawali.
