Hamdard Study Circle: How a New Delhi Institution Expanded UPSC Civil Services Coaching and Opportunities for Minority Candidates in the 1990s

Hamdard Study Circle, New Delhi

 

 

The Hamdard Study Circle, Talimabad, Sangam Vihar, New Delhi-110062 is the first Coaching Centre in the country with full infrastructure, including hostel facilities and a well laid-out campus. The Circle has concentrated on preparing candidates only for the Civil Services Examinations conducted by the Union Public Service Commission and started functioning from March, 1992.

The Study Circle Complex has a Library-cum- Reading Room, three Class Rooms for lectures and group discussions, a Conference Room, Director's Room and Office, Administrative Officer's Room, a Hostel comprising fifty furnished single-seated rooms, a Dining Hall, Kitchen and a Recreation Room besides a Reception Hall, Shared facilities for outdoor games are also available. Dormitory type accommodation for ten women candidates has been earmarked in the adjacent Girls Hostel of Hamdard Public School.

Apart from the Director, Professor Usman M. Adhami, who has long academic and administrative experience and delivers core lectures on General Studies and counsels, guides and supervises the trainees, specialists are invited for Compulsory and Optional subjects. Professors from the Universities in Delhi and neighboring areas, eminent persons in different spheres of life and Civil Servants posted in Delhi, are similarly invited for lectures, group discussions and interaction with the candidates. Stress is given on written assignments and tests for the benefits of the trainees.

The Study Circle provides coaching and guidance to the candidates at all the three stages of Civil Services Examination, viz. Preliminary Examination, Main Examination and Personality Test (Interview).

Advertisements are inserted in leading newspapers, and candidates are admitted for the three stages of Civil Services Examination according to the Calendar.

For the Preliminary Examination, a committee screens the applications received, on the basis primarily of academic career and partly of the extra-curricular activities. Selected candidates are invited to appear at a written test and interview at Talimabad at their own expense. The written test consists of a paper each on English Essay and Comprehension. On the basis of the Admission Test, up to 30 candidates are admitted for intensive coaching of about six months, ostensibly for the Preliminary Examination, but preparations are simultaneously set afoot for the Main Examination and the Personality Test.

Candidates who qualify or expect to qualify in the Preliminary Examination from the Study Circle or elsewhere are admitted on the basis of a test/interview for an intensive coaching of about four months for the Main Examination,

Candidates who fail to clear either the Preliminary or Main Examinations are asked to quit. Admission for the third stage, i.e. Personality Test is made on the basis of an interview as soon as the results of the Main Examination are announced. Candidates who clear the Main from Study Circle as well as those who do it from outside are eligible for admission to this programme.

The Hamdard Education Society started the programme on its own but has lately drawn some assistance from the Ministry of Welfare. The investment made by the Society in the building and other infrastructure of the Study Circle works out to Rs. 30 million. The recurring annual expenditure as of now is about Rs. 10,00,000. The burden of the expenditure is borne mainly by the aforesaid Society. The Ministry of Welfare have agreed, under their relevant scheme, to reimburse part of the expenditure, based on the number of trainees.

The Study Circle does not charge any fees for the infrastructure and for the lectures and counselling and guidance and for administrative expenses. All these facilities, besides books and reading material, are provided free. Each candidate, however, has to pay a consolidated monthly amount of Rs.200/- per month towards maintenance of the residential facilities. A nominal Security Deposit of Rs. 200/- (refundable) is realized at the time of admission. As of now, Rs. 600/- per month per candidate are charged for food. This is subsidized to the extent of Rs. 500/- by the Ministry of Welfare in case of candidates whose family's total annual income is Rs.24,000/- or less.
