Hamdard Education Society: Genesis and Achievement A Report by Saiyid Hamid, Secretary


 

The Hamdard Education Society was constituted in 1981 and registered under the Societies Registration Act of 1860. The first Governing Body of the Society consisted of the following:

Its aims and objectives, as incorporated in

Memorandum of Association, are as follows:

(a) To promote among the weaker sections of the Indian society, particularly Muslims, high standard of education and character building;

(b) To advance social and general welfare of the weaker sections of the Indian society to ensure the advancement of the nation as a whole.

(c) To collect, tabulate, store and analyse statistics and conduct studies and surveys relating to the development of India, its peoples and its neighbours.

(d) All income of the society shall be utilised towards the promotion of aims and objectives of the Society.

The Society has been carrying out three-pronged activities:

1. School Management

The Society is managing Rabea Girls Public School, Ballimaran in the walled city; Hamdard Public School in Talimabad (1993) and Hamdard Primary School in the Campus of Jamia Hamdard.

2. Hamdard Talent Search-cum-Scholarship Scheme Started in 1985, over the period of nine years upto 1995, 152 candidates were awarded scholarships and 103 were given book grants. Out of 255 students, 100 (91Medicines, 108 Engineering and 1 Industrial designing) related to professional courses, leaving out only 55 awards for non-professional studies, or for such disciplines as Agriculture, Architecture, Education etc .. Initially scholarships were given by way of grant, but later on the scheme was change to provide for loan scholarship so that the funds could revolve ...

Scholarships are given at the following rates:

(i) For High School or Higher Secondary Passed                  Rs.250 p.m.

(ii) B.A., B.Sc. students                                                         Rs.350 p.m.

(iii) Post-Graduate students                                                    Rs.500 p.m.

(iv) Students pursuing Doctorate degree Course                    Rs.1200 p.m.

These are meant for the entire academic career provided there is no fall in standard.

3. Conducting of Surveys and Studies, The Society has also conducted a number of surveys and studies:

a)     Survey of Muslim Managed Schools and Colleges. The Survey (1982) covered 430 schools and 44 colleges and continues to be an authentic document on the state of Muslim educational institutions. The updated survey for 1997-98 is likely to be available by the end of 1998.

b)     Survey of Deeni Madaris: This is considered to be the most comprehensive and most authoritative survey ... conducted ... by Dr. Qamaruddin, formerly of NCERT, who is working with the Society as Director (Projects).

c)     Educational Survey: Carried out under the direction of Prof. Aijazuddin Ahmad, formerly of JNU, four volumes under the title "Muslims in India" ... have been published in book form and have been well received:

(a)       Bihar               Vol. I

(b)       Rajasthan        Vol. II

(c)       Delhi               Vol. III

(d)       UP Urban        Vol. IV

Another six reports are awaiting publication. The Education Survey throws a considerable light on the educational, social and economic status of Muslims.

4. Establishment of Institutes for Study and Research:

(1) The Institute of Federal Studies under the direction of Late Professor Rasheeduddin Khan of JNU;

(2) Centre for South-Asian Studies under late Professor Moonis Raza, former Vice-Chancellor of Delhi University. The latter institution unfortunately was cut off in its prime because of the long illness and demise of its Director. The former institute, however, was widely accepted as being the first of its kind in the country and meeting a felt need. It published two books, namely i) Federal India: Design for Change; ii) Bewildered India: Identity, Plurals and Discord. Later ... the Institute was transferred to Jamia Hamdard and the UGC ...

5. Coaching Institution:

It was in 1992 that the Society established an institution for coaching candidates preparing for Civil Services Examination conducted by the UPSC. It was designated as Hamdard Study Circle. It included in its Advisory Committee the following educationists and intellectuals:

The Study Circle has also started a Guidance Cell for students with regard to the admission and employment possibilities. It has prepared three sets of books for the candidates who have passed Plus 2 Examination, separately for Physical Sciences, Life Sciences and Commerce Groups. These are available to Muslim schools and colleges ...

The Society scrutinises important English and Hindi newspapers and magazines to find out the material appearing in them and biased against the minority community and proposes to send to clarify the Muslim view.

It is proposed to publish all the remaining six volumes of the A.I. Education Survey by the end of 1999. On the cards for 1999 is also a Director of Religious Madarsas and updating the working of the survey report of Muslim Schools and Colleges.

.. For the evaluation of the scheme of modernisation of Madarsas introduced by the Ministry of HRD, the Society has been designated the agency for Uttar Pradesh and Madhya Pradesh ... The work is likely to be completed and finally published by the end of 1999.

The Hamdard Education Society has taken an all- India view of Muslim education and tried to create a data infrastructure for triggering an education movement.

One of the important objectives of the founder President of the Society is producing leaders among the Muslim community ... including Civil Servants ...

The Society was instrumental in establishing the first Muslim University after Independence, namely Jamia Hamdard. Its project report was prepared and processed by the Secretary of the Society.

The Society is consulted by the Ministry of Human Resource Development and University Grants Commission in respect of various programmes relating.
