The All-India Haj Conference, New Delhi,

11 July, 1996: Resolutions

The Conference requests Government of India to introduce the new Haj Bill in the Parliament during the coming monsoon session and to have it enacted in the same session.

Resolves that Air-India should provide the aircrafts for Haj 1997. in consultation with and under the direction of the Haj Committee (and) that the Haj Schedule should be finalized as early as possible, not later than 31st December, 1996,

Resolves to have 3 Tier system of accommodation for the pilgrims in Makkah in the following manner-

Category I - New buildings located up to 600 meters from the Haram Sharif.

Category II - Buildings within the distance of 850 meters from the Haram Sharif.

Category III - Buildings within 851 to 1250 meters from the Haram Sharif.

Resolved not to grant any exemptions beyond the authorized capacity of each Rubat or if the certificates are received after the prescribed date.

Resolves that from now onwards pilgrims will be asked to deposit only Rs. 5280/- along with his/her application form instead of Rs. 17,280/- and that the State Haj Committees will immediately transfer this amount within 15 days of the closing date.

If the State Haj Committees are failed to keep this assurance from next year, all the payments will be made directly to the Haj Committee.

That the pilgrims will deposit the air fare at least three months in advance before the commencement of flights along with remaining amount of foreign exchange.

Resolves that in order to provide a better network of communications and assistance to the pilgrims, one among 100 pilgrims will be nominated as Amir-ul-Haj on honorary basis.

(Rejects) the demand of the Haj coolies to allow them to work on all the embarkation points in India for loading and unloading of pilgrims’ baggage on payment as there are voluntary Anjumans and organizations who serve the pilgrims/Hajis free of cost.
