Government Statements On Foreign Assistance to Madrasas

 

.. Madrasas are functioning in many parts of the country. There are reports indicating that some of them ... are receiving foreign assistance and also that some owners/teachers of such institutions in Jammu and Kashmir are involved in suspicious activities. These reports are being verified for taking appropriate action under the relevant laws. Strict vigil is kept on the dubious activities of such institutions by State and Central agencies.

On Universalisation of Elementary Education

The Gross Enrollment Ratio of children in the age group of 6-14 years has improved during the Eighth Five Year Plan as follows:

                                                            1992-93           1996-97

Classes I – V                                         84.60                90.5

Classes VI – VIII                                  61.35                62.3

The Working Group on Elementary Education for IX Five Year Plan has recommended a tentative outlay of Rs. 79,260 crore in the Central sector and Rs.46,393 crore in the State sector (for universalisation of elementary education), Allocations for Ninth Five Year Plan have not yet been finalised.         (Source: LSSQ No. 286 dated 6 July, 1998 L, G. On Setting up of Private Universities

A proposal to allow setting up of private Universities is under consideration of the Government. A Bill to provide for setting up of such Universities has been prepared and is being examined. Shahabuddin's Letter to Minister of HRD

On Teaching of Yoga, 18 July, 1998 Please refer to your reply to Lok Sabha Starred Question No. 169 on 8.8.1998 regarding teaching of Yoga in Schools.

I would be grateful to be informed whether Yoga is a compulsory or an optional subject in the central schools and Novodaya Vidyalayas and whether it is teaching as an independent subject or as part of physical training.

On Uniformity of Education

In terms of the existing National Educational Policy, the Government have accepted the concept of a National System of Education which implies that, up to a given level, all students, irrespective of caste, creed, quality. Under this common educational structure, the system of 10+2+3 has been accepted throughout the country. The National Curricular Framework also contains a common core along with other components that are flexible ....

On Education Programmes

Budgetary allocation for adult education programmes in 1998-99 is Rs.93.97 crores which is Rs.33.03 crores less than previous year. The allocation and expenditure in 1996-97 and 1997-98 are as follows:

The revised estimates for 1996-97 and 1997-98 were reduced to Rs.112.16 and Rs.81.42 crore respectively. These could not be fully utilised due to emphasis on consolidation instead of expansion of Total Literacy Campaigns, non-availability of state government's commitment to the Scheme of Continuing Education and the decision to transfer the Scheme of Strengthening of Administrative Structures to State Governments. ...

Currently, the Literacy Campaigns cover 447 districts and 68.57 million persons have become literate ... The remedial measures in Adult Education include rigorous system of monitoring of literacy campaigns, sensitising Panchayati Raj representatives, ensuring mass participation in literacy programmes,  transparent and more effective evaluations, decentralisation of financial and administrative powers to State Literacy Missions ...
