During the debate on the situation in Afghanistan in the Security Council on August 29, 1997, the Indian Representative in his statement demanded that the Security Council must take meaningful and effective measures against the Taliban ... Since then the Security Council has adopted Resolution 1267 on October 15, 1999 proposing sanctions against the Taliban. These sanctions have gone into effect on 14th November, 1999. The sanctions include denial of permission for any aircraft owned, leased or operated by or on behalf of the Taliban to take off or land in the territory of any Member State. The sanctions also involve freezing of funds and other financial resources which are owned or controlled directly or indirectly by the Taliban.
