Constitution of India, Articles (19)(1)(a) and 14 - Freedom of press - Violation of and also of right to equality - Allotment of 30 per cent of Government advertisements to a category of newspapers - Memorandum of State allotting 24 per cent out of total quantum of advertisements to only one daily and remaining 6 per cent to other dailies belonging to same class - It is violative of freedom of speech guaranteed under Article 19(1)(a) - It is also violative of equality clause - Enforcement of policy contained in aforesaid memorandum - It affects formation of healthy public opinion necessary for good democracy.
