The Report's importance lies in the clinical examination both of evidence and the involvement of leaders, political parties and police in the violence. It debunks the Shiv Sena claim that the Muslims triggered off the riots ... No well-known Muslim individual or organisation was responsible for the initial, spontaneous reaction of leaderless Muslim mobs, although, the later involvement of criminal elements has been firmly established. Subsequently, the Shiv Sainiks were the vanguard of the carefully planned orgy of violence that was then unleashed against the Muslims by a calculated mix of rumours and vicious propaganda. That they were guided by their Shakha pramukhs and the Sena pramukh himself, lends credence to the statement that the attacks were mounted with "military precision" ... The highly communal speeches in the "Maha Artis", which were followed by targeted attacks and looting, and the inflammatory writings in Shiv Sena mouthpiece Saamna, of which Thackeray is the editor, incited mob-frenzy in the name of religion. For their contribution to this "doctrine of retaliation", special mention has also been made of Manohar Joshi, now CM, and Shiv Sena MP Madhukar Sarpotdar. Mr. Joshi's debunking of the report as "anti-Hindu" perhaps constitutes the first instance in the nation's history when an Inquiry Commission has been branded as communal by a CM of an elected Government (with) the implied equation of ... the Shiv Sena with ... Hinduism .... If anything, the Sena's words and deeds are an insult to this pluralist religion and its practitioners ... The question remains: When will the guilty be punished?
