During the period under report, the seventh Council was constituted on 26th June, 1997 and accordingly the 39th meeting of the Council was held on 10th September 1997, under the Chairmanship of B.S.Ramoowalia, Union Welfare Minister ...

Constitution of the Standing Committees of the Council: As (authorised by) the Council the Chairman constituted the following four Committees: -

(a) Monitoring Committee: The Committee did not meet during the period under report

(b) Planning and Advisory Committee: The Committee held a meeting on 23rd March 1998 in which it approved the Revised Estimate for the year 1997-98 and Budget Estimate for the year 1998-99. The Audit Report/Annual Report for the year 1996-97 were discussed and adopted/approved.

(c) Wakf Development Committee: The Committee held a meeting on 10h January 1999. It recommended an allocation of funds from Grant-in-aid to 9 on-going (and) .9 new schemes, under the scheme for the Development of Urban Wakf Properties ..

(d) Education and Women Welfare Committee: The Committee held its two meetings on7th January and 11t march 1998 in which it recommended grant of scholarship tot he students of technical/professional Degree courses, ad-hoc grant to the students of general Degree courses, matching grant to Wakf Boards for giving scholarship to the students of schools, Madarsas and of technical diploma courses, financial assistance to educational institutions/voluntary organisations for vocational training, matching grant to the technical institutes for opening new trades/strengthening the existing trades and also grant for reading rooms. The Committee ... decided (to raise) the income limit of the parents/guardians of the applicants for eligibility of the scholarship/ad-hoc grant ... to Rs.50,000/- per annum in case of non-salaried class and upto the grade of UDC or its equivalent in case of salaried class. The Committee increased the number of scholarship from 500 to 800 and also decided to increase the amount of the scholarship from Rs.3,600/- to: Rs.4,800/- per annum from 1998-99 .. It decided to include all subjects at the graduation level for the aware of ad-hoc grant to poor and needy students of general Degree courses.

Employees of the Council: The Council ... has a sanctioned strength of 27 employees including the posts of Secretary, Administrative Officer, Accounts Officer and Development Officer.

Welfare Activities: During 1997-98 the Central Government released the grant amounting to Rs.108.17 lakhs and in turn the Council released the entire grant-in-aid plus Rs.0.50 lakhs unutilised in 1996-97 by advancing loans to 10 approved projects - 5 in Karnataka, 3 in Kerala and one each in Maharashtra and Rajasthan as detailed below: -

The Central Government have released grant-in-aid amounting to Rs.1,581.11 lakhs to Central Wakf Council upto March, 1998. Upto ... 1997-98 the Council has released loans of Rs.1613.58 lakhs to 93 approved projects, which includes Rs.27.47 lakhs from Revolving Fund and Rs.1586.61 lakhs from the grant-in-aid. Out of the total schemes financed so far, 50 schemes have been completed and 14 Wakf institutions have refunded the loan amounting to Rs.31.83 lakhs, as the work did not start for one reason or other and 29 projects are still under construction. As on 31s March, 1998, the Council has advanced loans from Revolving Fund amounting to Rs. 294.16 lakhs, to 69 Minor Schemes as per details given below:
