The decision to review the Constitution began reinforcing the belief that the RSS remote-controlled government is planning to scrap the Dalits' right of representation in state-run institutions. In this environment of fear and suspicion, the government's resolve to take care of the backlog by bringing in the Constitutional Amendment Bill, which is an act now, deserves kudos. 

The NDA is at best a government headed by Dwijas, a social minority. But the community, faced by challenges from its own lower brethren, the Shudras, seem to be looking for newer social allies. Dalits, for instance, too cannot reconcile with the Shudras' growing onslaught. Thus, in other words, the BJP is trying to become the Congress in its attitude towards Dalits ... Half-heartedly, the community is looking for non-Congress platforms. The Congress on the other hand ... is now attempting to forge an alliance with ... the Shudras ... The BJP as a leading partner of the NDA, is attempting to cleanse its anti-Dalit image ... Why is the BJP showing benevolence towards Dalits? Party sources suggest it is aware of the fact that to usher in a new social alliance of the two important social minorities - Dalits and Dwijas - it has to go beyond the Congress Dalit policy. The recent steps of the NDA government are indicative of that long-term strategy ...
