CEPECAMI: All India Conference on Muslim Managed Degree Colleges
Aligarh, 1-2 June, 1996
The All India Conference of Muslim Managed Degree Colleges, organized by the Centre for Promotion of Educational and Cultural Advancement of Muslims of India (CEPECAMI) was inaugurated by Mr. Mahmoodur Rahman, Vice-Chancellor, Aligarh Muslim University while Mr. Saiyid Hamid delivered the keynote address. among the notable participants were Dr. Ishaq Jimkhanawala (Bombay), Prof. Abdul Kareem (Hubli), Mr. Zafaryab Jilani (Lucknow), Dr. Z.H. Mazindarani (Gulbarga).
The Conference focussed on the academic, financial and administrative issues (and) explored ways and means for close interaction and cooperation between the Muslim Managed Degree Colleges and the AMU.
Resolutions:
The Conference adopted the following Resolutions: -
1) The AMU should devise an off-campus Ph.D. programme for the faculty members of the Muslim Managed Degree Colleges.
2) The AMU should set up a Committee of experts in higher education, to visit Muslim Managed Degree Colleges and advise them on the quality of education.
3) The AMU should consider deputation of faculty members to the Muslim Managed Degree Colleges, as and when required...
4) The AMU should offer all possible help to the Muslim Managed Degree Colleges, for example, in library, syllabus revision and introduction of new courses.
5) The CEPECAMI should set up regional centers/units in various Muslim Managed Degree Colleges for
6) coordination with the AMU.
7) The AMU should ensure information flow about various Government schemes for the welfare of minorities... to the Muslim Managed Degree Colleges for wider circulation for the community.
8) The AMU/CEPECAMI should hold similar Conferences for the Muslim Managed Intermediate Colleges and High Schools...
They had only two options: either to get killed or to come to their senses.

Shahabuddin's Message to All India Muslim Managed Degree Colleges Conference, Aligarh, 1-2 June, 1996
I am glad to know that the Centre for Promotion of Educational and Cultural Advancement of Muslims India is holding an All-India Conference on 1-2 June 1996 on Muslim Managed Degree Colleges.
In order to assess their quality and their contribution annual intake and annual output, faculty-wise to the Muslim education, one would like to know their individually and collectively (university wise) as well as the number of their graduates who have achieved first class or second-class honors, subject-wise. One would also like to know, for comparison’s sake, the total number of graduates, faculty-wise, of the university of affiliation for each academic year. Secondly, one should have the data relating to the percentage of Muslims in the intake and the output of Muslim managed Degree Colleges as well as in those of the university of affiliation as a whole.
My own impression, subject to statistical correction, is that taken as a whole while the percentage of Muslim youth among those who graduate every year is much lower than the percentage of Muslims in the population, than the Muslim managed degree colleges and the most of the Muslim graduates come from colleges other percentage in the case of those who secure honors is perhaps even higher.
Only on the basis of such data, we can make a real assessment of their quality and contribution to the policy and a viable programme for promoting the education of the Muslim community and formulate a university education of the Muslim youth.
Because of the inability of the community to sustain the cost of running them, the degree colleges in North India which began as minority educational institutions were finally forced to seek the status of constituent colleges because the college governing bodies were not in a position to pay the teaching staff on the basis of approved scale of pay and extend other benefits. One should therefore like to know the number of such colleges which began as Muslim colleges and later went out of control of the community. My personal view is that the time has come to re-think the entire approach for providing Plus-two and post-plus-two education.
I would emphasize that the resources of the community are limited and they should go into Plus-two or higher secondary education, for both boys and girls.
All these, I appreciate, are highly controversial issues on which a consensus will take some time to emerge. But these issues must be brought out in the open and discussed. I hope your Conference will be a step in this direction.
