We, participants of the Bishkek Summit, having discussed the situation in Central Asia caused by the actions of international terrorist units, express our profound anxiety on expanding of the scale of their military actions, which in our view could be unanimously called as naked acts of aggression, terrorism and extremism.

The fact that actions of international terrorists are becoming permanent and chronic, proves their very purpose to destroy stability and security in Central Asia, as well as destabilize the regional and international situation on the long-term basis ..

... We recognize that terrorist and bandit actions in Central Asia, Chechenya as well as military and political opposition in Afghanistan are links of the same chain ...

The leaders of the States Members of the Agreement on Joint Action against Terrorism, Political and Religious Extremism, Transnational Organised Crime and other Threat to Stability and Security of the Parties, signed on April 21, 2000, have underlined the necessity of strict and rigorous observance of all obligations undertaken by the parties within this Agreement.

... We address once again the UN's Security Council, OSCE, OIC and to all countries of the world not only to condemn international terrorism and extremism, but also to move from declarations to co-ordinated and practical measures for eradication of this global threat.

The members of the Agreement ... have proposed to the leadership of the Russian Federation to join this Agreement.
