Five (or six) tier federalism is the most potent instrument for full-fledged development and also for defence. This is necessary not for any particular area but for the country as a whole. This was the acme of self- determination. It has special significance for Jammu and Kashmir and the North-East region ... Six-tier federalism will produce the greatest attachment to Indian society and Indian democracy for nowhere else will such scope for self-determination be available. Any religio-communal separatist voice will be counteracted by the voices of hundreds of fellow-men and women. They will also come to see the difference between their freedom and the 'unfreedom' of the neighbours who foment trouble ... ... The question of strengthening internal system of J&K, in particular that generates regional and communal tensions, deserves to be freely debated within and outside the state. This was the essence of my report based on consensus of widest possible consultations with social, cultural and political representatives of each and every regional, religious, linguistic and ethnic community of the state as also with leading scholars of the country.,

the alternative proposal released by the government to divide Jammu and Ladakh regions on religious basis .. would weaken the secular fabric of the state which might be an additional temptation to Pakistan to fish in the communally troubled waters.

In fact crisis in Kargil provides the right opportunity to discuss the merits and demerits of my report and the official report. For unless the state is able to reconcile aspirations and interests of vast diversities and to acquire a composite and harmonious personality, it will always remain vulnerable to external threats ...
