The Babari Masjid Movement Coordination Committee (BMMCC) held a meeting on 11 January, 1991 to consider the impact of the on-going negotiations between the VHP and the AIBMAC under the auspices of the Committee of Chief Ministers appointed by the Central Government. The Meeting was attended by Maulana Shafi Moonis, Maulana Syed Ahmad Hashmi, Maulana Ahmad Ali Qasmi, Mr. Saifuddin Soz, MP, Mr. Qamar Kazmi, Mr. Mohd. Jafar (in representation of Mr. Sirajul Hasan) and Mr. S. Shahabuddin, Convener.
The BMMCC noted that the procedure adopted was taking the negotiations far beyond identification of an area of agreement between the parties and leading towards a political award by the Executive bypassing the judicial process and, in the meantime, providing a propaganda advantage to the VHP and an excuse to the Government to abdicate its responsibility to defend the status quo, in the event of another attack by the VHP.
The Committee decided to caution the Government against a political award, as long desired by the VHP, which may compromise the integrity and sanctity of the Babari Masjid and addressed a letter to the Prime Minister (Text attached) in this connection, to demand immediate acceleration of the judicial process, firm declaration by the Government to defend the Babari Masjid and to enforce the judicial verdict and central legislation to maintain the status of all places of worship as on 15 August, 1947. No reply has been received so far.
As expected, the VHP has now decided to launch a mass mobilisation campaign throughout the country from 1 February, 1991 and to 'gherao' the Parliament on 4 April and the UP Assembly on an earlier fate. The Bajrang Dal has also been asked to update the list of mosques to be seized. The VHP has already rejected the evidence submitted by the AIBMAC.
In the circumstances, the BMMCC appeals to the AIBMAC to break off negotiations with the VHP, to reject the idea of a political award and demands: 1) a judicial verdict; 2) Legislation to protect the status of all places of worship as on 15 August, 1947; 3) ban on the VHP and Bajrang Dal; and 4) a public reiteration of the State's resolve to protect the status quo in Ayodhya as ordained by the High Court and to enforce the final judicial verdict at all cost 5) Extensive use of electronic media to educate the people.
The BMMCC invites the AIBMAC to join hands with it to cosponsor an All India Conference on Babari Masjid at an early date to decide common line of action for the future to meet the RSS-VHP-Bajrang Dal threat.
The BMMCC also appeals to the Muslim community to commemorate the 5th anniversary of the unlocking of the Babari Masjid on 1 February, 1991 with a token Dharna by the activists of the Movement at the district, state and national level. 18 January, 1991
