The Amla decided to monitor the progress of the I review of the working of the Constitution by the National Commission and to submit its considered views to the Commission at the appropriate time both to project the aspirations of the Muslim community and to counter any adverse proposal before the Commission. It also decided to take due steps to ensure that all leading Muslim organisations in particular, the AIMPLB, AIMC, JUH and JIH, place convergent views before the Commission to safeguard the interest of the Secular Order and of the religious minorities.
The Amla decided that the Mushawarat should approach the secular parties for ensuring adequate and proper representation of the Muslim community in the power structure i.e. the legislatures, the governments and the administration so that it may develop a sense of participation in governance and share power, both at the Central and in the State The Amla requested Mr. Ahmad Rashid Sherwani to resume his endeavour for Hindu-Muslim dialogue at a high level.
The Amla decided to raise the question of restoration of Wakfs and, in particular, of the occupied and protected Masjids throughout the country.
The Amla welcomed the proposed cease-fire in J&K and called upon the Central Government to enter into unconditional talks with all political elements in the State with a view to ensure Peace with Honour for the long-suffering people of Kashmir.
The Amla asked the Central Government to stop the proposed Rath Yatra to be launched by the VHP in October, 2000, and the formation of Gram Suraksha Vahinis by the Bajrang Dal.
The Amla condemned the spate of violence against the Christian community and expressed its solidarity with them, called upon the Government to identify the culprits as well as put a stop to the hate campaign launched by the Sangh Parivar against the religious minorities, in general, and the Christians in particular.
The Amla requested the President to return the UP Religious Places Bill and condemned the gifts of government land by the UP Government to the Sangh Parivar.
The Amla supported the PLO's stand on the status of Jerusalem, the refugees and the Occupied Arab land in its recent negotiations with Israel.
The Amla also decided to promote and protect the status of Urdu as medium of primary instruction and its place as the First Language in the Three- Language Formula for the students whose Mother Tongue is Urdu, in cooperation with Urdu organisations.
The Amla called for reservation of 75 per cent seats at all points of entry for admission of Muslim students, on basis of inter se merit, in the Aligarh Muslim University, the Jamia Millia Islamia, the Jamia Hamdard and all general or professional degree colleges established by the Muslim community.
The Amla also called upon the Muslim organisations to establish a Central Muslim Education Fund to support Muslim students of modest means in professional and technological courses at the degree and postgraduate level.
The Amla called upon the government to enact at the earliest new Haj Committee Act, as repeatedly assured to the Supreme Court and the Parliament.
The Amla took note of the recent decisions of the Calcutta and Bombay High Courts on Muslim personal law misinterpreting the MW (PRD) Act, 1986 to extend the period for the payment of maintenance and provision to the Muslim divorcee, beyond the Iddat upto remarriage and supported the decision of the AIMPLB to challenge the legal validity of these decisions.
The Amla condemned the move by the Central Government to enact TADA Il and demanded the withdrawal of pending cases against those detained under TADA, either still in detention or enlarged on bail, against whom no charges had been framed so far, as well as their release and to expedite the trial of the others.
The Amla took note of the production and marketing problems faced by the handloom weavers and handicraft workers and called upon the Central and State Governments to take adequate and appropriate measures for the rehabilitation and growth of the handloom and handicraft industry.
