I have the honour to make the following submission on behalf of the Insaf Morcha, for the kind consideration of your Government:
1. The people of India unequivocally condemn the air attack on Iraq by the USA, supported by the UK, as a patent act of aggression, since the UNSCOM Inspectors Report on non-cooperation and non-compliance by Iraq submitted to the UN is yet to be considered by the Security Council and Resolution 678 does not provide a continuing mandate or authority to any State to take the law in its own hands, pronounce Iraq guilty and launch an attack on it at its discretion.
2. Further, the people of India reject the public resolve of the US Administration to force President Saddam Husain out of office not because they nurse any fascination for him and his ways of governance but because they believe that only the people of Iraq have the right to choose and change their government, free of all foreign interference. The US-UK action revives the memories of the era of imperialism and of gunboat diplomacy.
3. The people of India demand immediate stop to air attacks and all other acts of aggression against Iraq and determination of Iraq's state of compliance by a Special Committee of the Security Council, in the light of which the Security Council may decide the future course of action.
