As the apex forum of the Muslim community of India, the AIMMM respectfully submits the following for your kind consideration: -

Under the Treaty of 1994, the Government of the Russian Federation had recognized the sovereign status of the Republic of Chechnya and agreed to a time table for its attainment of complete independence, if the people so desired. This accord had been internationally welcomed as a signal of peace in this war-ravaged region. The invasion of Chechnya by the armed forces of the Federation in 1999 is a violation of the Treaty.

The Chechens have been struggling for independence since the beginning of the 19th century and have, never accepted foreign subjugation. They are not going to accept defeat and have repeatedly demonstrated not only valour and spirit of sacrifice but great reserves of resilience in the most adverse circumstances. The Chechens cannot be vanquished by force International observers and even inter-governmental organisations have criticized the massive violation of human rights and the brutalities inherent in the scorched earth' strategy adopted by the Russian forces. The unequal battle has not brought glory to the Russian arms or raised the prestige of your great nation in the world.

Your Excellency is rebuilding Russia as a major pole of the New World Order based on principles which do not accord with the Russian military thrust in Chechnya and its objectives.

In the name of humanity, the AIMMM requests you to withdraw your armed forces from Chechnya, resume the implementation of the 1994 Treaty and build the foundation of a durable and honourable peace and mutually beneficial ties of economic cooperation.
