Muslim Indians Regard themselves as Equal Partners and shall

Address of Asad Madni, MP, President, Jamiat-ul-Ulema-e-Hind

Our country is currently passing through the most critical period of its history. Communalist forces have come together. Elements standing for disruption are united on one platform. Anti-Muslim forces have armed themselves, in every sense of the word.

In pursuance of a joint strategy and well-designed scheme, such forces have accelerated their aggressive activities.

It is a matter of deep concern that communal aggressive tendencies against Muslims have not merely affected the minds of the people, (but) seem to percolate deeper and deeper in the spheres of Government. For that reason all persons in the country, who desire to see a bright future for secularism and democracy, who wish to see India as ever fresh of various creeds, cultures and languages ... should come forward, without delay to check the rising storm of communalism.

The country is in flames ignited by communal hatred. Wherever you look the rising flames of communal intolerance have... darkened the atmosphere. In particular, Muslims are being fed as fodder for consumption by the fire of communal hatred and prejudice.

There is no need of going back further, a review of past three months, from October to December 1900, would show that there is a large-scale and organised (campaign) for death and destruction of the largest minority of the Secular State. ...

The incidents indicate that communal riots do not flare up all of a sudden, due to some misunderstanding or provocation; they have in their background a deep-laid conspiracy and well-engineered strategy for vitiating the atmosphere and inflaming feelings... in the name of religion; sometimes seeds of disunity are planted in the name of caste and sub-caste. Also, sometimes temple-mosque (Mandir-Masjid) disputes are exploited for fanning up communal frenzy among the mass.

The most regrettable fact is that discrimination is practised in the implementation of laws. The Officials in the administration and police force ignore the disruptive activities of communal forces. They have found directly patronising such activities. Even if they are fully aware of deadly intrigues, conspiracies, strategies and their disastrous consequence, they refrain from taking recourse of legal action in such cases. They do nothing to nullify communal intrigues.

Due to the criminal inaction, on the part of administration the racist elements get emboldened. They plan mischief and destruction on the largest possible scale.

The recent storm of communal disturbances, mentioned earlier was the outcome of such intrigues and conspiracies. For making success of such intrigues and conspiracies, fascist aggressive organisations like Bhara-tiya Janata Party, Bajrang Dal and Vishwa Hindu Parishad, carry out countrywide provocative and inflammatory movements designated as ‘Shila nyas’, ‘Rath Yatra’ or ‘Kar Seva’. They have fully succeeded in the accomplishment of their inglorious aims.

No normalcy, peace, law and order in the whole country have been reduced to ashes in flames of hatred and prejudice. In spite of having power of reasoning they have gone ahead of wolves and lions in executing barbarious acts.

The wolf and lion have the distinction that they do not prey upon their own kin and kind. But, those blinded by communal frenzy and prejudice have killed the weak and the infirm of their own race. They have quenched their thirst for blood by killing (the aged, the women and) children...

The loss of life and property is not a temporary feature. The process of inhuman oppression and brutalities has been going on for nearly half a century. There is no hope of justice or redress for them.

... The Muslim victims of riots are arrested and jailed. They are packed in most inhuman conditions not even fit for animals. They are subject to most severe brutalities. There have been cases when their torture has been assigned to RSS elements. After subjecting them to inhuman and barbarous treatment, cases are fabricated against them.

If a Muslim who has been a victim of the riot, gathers sufficient courage and goes to the Kotwali or police station for lodging FIR’s naming culprits he is threatened with dire consequence and driven. So he is denied the opportunity lodging FIR’s. ...

In recent communal riots, the newspapers, particularly Jagran, Aaj, Ujala and many other local newspapers added fuel to fire by publishing unlawful reports far removed from reality which were pure fabrications in order to inflame communal feelings...

However, it is surprising that instead of pursuing the newspaper[s] concerned for the mischief, they

were provided with all possible facilities and government officials took prominent part in promoting their circulation and distribution.

It is a shameful aspect of communal riots that generally the men in police force and administration are in complicity with the rioters. They incite the unruly elements for murder and plunder. This is a development which negates our tall claims of secularism and democracy. The names of PAC, BMP, RAC, SRP and other state security units have become symbols of rioting killing, arson and looting.

The posting of above mentioned security forces is an invitation to the destruction of Muslims of that locality.

The role of PAC, particularly has been extremely brutal and barbarous...

At present all sections of masses are united in the condemnation of the cruel and brutal character of PAC... From Moradabad till all recent communal riots the PAC has fully demonstrated its communalist mentality....

A survey of conditions prevailing today indicates that in the lust for retaining power at all costs the national governments have taken recourse to vote-bank politics. For that reason instead of fulfilling democratic aspirations for strengthening secularism, they foster communalism. In pursuance of this objective... Babari Mosque was (un)clocked and permission was granted for performance of pooja there on February 1, 1986.

It is a fact which cannot be ignored that it has become difficult to live with a sense of security in our own country. It is difficult for us to travel peacefully without fear in our own country. The doors of commerce and employment are closed for us. Economically and financially intrigues are under way to reduce us to destitution. Dark clouds have cast their shadow on all sacred places of worship... Secret and open stratagems are being employed to efface our distinct identity.

The Government is a culprit if it does not act against the officials in police and administration who (are) parties and partners in crime, hand in glove with the rioters.

Actually, communalism has grown under state patronage. Had the government not extended its patronage, the disastrous Yatra would not have been started from Somnath which culminated in ‘Kar Seva’ which caused damage to the Babari Mosque. That has tarnished the image of India in the whole world.

...A terribly suffocating atmosphere has been created in the country by projecting the Ram Mandir issue.

The engineering of communal riots by the exploitation of religious feelings is not aimed at merely loss of life and property. The real object is to build a power structure founded on the dead bodies of human beings. The riots are planned for forcing Muslims to give up their identity, faith and culture.

They desire that Muslims should be Muslims only for namesake. They want Muslims as slaves of their Nazi type set up.

Those who shed crocodile tears on the pathetic situation of Muslim: and advise (us) to arrive at some compromise with fascist forces are our hidden enemies, although they carry the halo of ...well wishers...
India is our country. We are equal partners in the thousand year old history of the country. No decision
relating to the country can be taken, without our acceptance and approval. Therefore, the question of sur-
render of our faith and identity does not arise at all.
